success and effectiveness. A sound evaluation begins with a strong
program design that includes clear goals, measurable objectives and
concrete activities. Evaluation should include a formative and
summative focus and incorporate qualitative and quantitative measures.
Data Collection Systems
If data is to be
used effectively to inform and improve implementation, all stakeholders
must have access to information in a timely and user-friendly manner.
Data collection must be integral to implementation. It should not
detract from the program. It should not pose an undue burden on staff.
